She simply has almost none of her usual authority in it, and the writers were consistent that she governs by softening while Scorpio does not soften.
Venus is in Scorpio as well this week, in her own detriment, so from Monday to Wednesday the sign holds two weakened planets at once.
Wednesday brings a long emptiness. From 03:29 UTC she completes nothing further in Scorpio and does not reach Sagittarius until 16:41, better than thirteen hours of it.
Then Friday, and the tidiest coincidence of the month. The first quarter arrives at 20:43 UTC with the Moon at twenty-five degrees and fifty-seven minutes of Sagittarius, ninety degrees from the Sun to the minute.
